A Bit of History

In the late 1980’s and early 1990’s, Iowa was a home-school battleground. It was their state that first charged parents with child abuse due to children being absent from school. This in turn sets up what is called a CHINA-child in need of assistance. If a parent has charges against them in the juvenile code, it is difficult to defend oneself, because in the juvenile justice system, one is assumed guilty until proven innocent.

Some families actually fled the state and others set up an underground network for their children to escape to, should an investigation be started against them. Through many battles, the home-schoolers won their battles, but the fight is not over. Now, home-schoolers in CT are facing the same truancy battles as the Iowans did.
